Simon Walsh

Simon advises clients on the procurement and delivery of construction and infrastructure projects.

Simon has worked on projects across a number of industry sectors including road, light rail, building and electricity for Governments, private sector principals, contractors, developers and service providers.  Simon works with clients on a variety of contracting arrangements, including design and construct, construct only, O&M, facilities and asset management, managing contractor and PPP transactions, as well as wide a range of consultancy, services, standing offer and other commercial agreements.

Simon has been recognised in the 2016 and 2017 Doyle’s Guide as a “Rising Star” in Construction & Infrastructure (Australia), and is valued by clients for his pragmatic approach and accurate, commercial advice.


Simon’s experience includes:

  • Transport for NSW (TfNSW): Advising TfNSW as in-house counsel on the delivery phase of the $2.1billion Sydney Light Rail PPP;
  • Sydney Motorway Corporation: Advising on the procurement and delivery of the $16.8billion WestConnex Motorway Project, including Project Deed, D&C, O&M and tolling arrangements;
  • Roads and Maritime Services: Advising on the procurement and delivery of a number of road projects including the M5 West Widening PPP Project ($400million) and D&C upgrades to the Pacific and Princess Highways (in excess of $2billion);
  • NSW Police Force: Advising on the procurement of a single service provider for a range of facilities maintenance, capital works and other asset management services for the entire NSW Police Force property portfolio; and
  • Fujitsu: Advising on power and internal infrastructure upgrade of the Western Sydney Data Centre, as part of Fujitsu’s strategic Data Centre 2025 Roadmap project.
