Richard Davis

Richard is a Consultant in the Transport and Airports Group.

For over 30 years Richard has advised airports, as well as international, domestic & regional airlines, as well as a variety of government and privately owned air operators.

Richard has a unique Australian and international experience covering the full spectrum of regulatory, commercial, corporate and operational requirements of the industry.

During 2007 – 2010 Richard was Head of Legal and Head of Procurement for a domestic Australian airline and an international airline, based in Singapore.

Richard has developed a special expertise in managing legal teams across a wide variety of practice group areas for long running major projects.

Richard has been named in Best Lawyers™ Australia for Aviation Law and Transportation Law. He is also named in the latest edition of Who’s Who Legal – Australia and Doyle’s Guide as a leading lawyer for Aviation Law in Australia.   • Purchase & leasing of aircraft (fixed wing and rotary);

  • Compliance with civil aviation legislation and safety regulations.

Experience

Richard’s recent experience includes:

  • Agreements between airlines and every capital city airport and most regional airports;
  • Significant greenfield property development for a major Australian airport;
  • Establishing infrastructure for international operations at Australian airports including all arrangements with Home Affairs;
  • Advising airport on arrangements with airline for commencement of international services at that airport;
  • Independent review of the operation of the statutory Sydney Airport Slot Management Scheme (required for the Minister);
  • Advising airports on protection of their airspace and the entire “controlled activities regime” under the Airports (Protection of Airspace) Regulation;
  • Advising airports on environmental regulatory compliance including the preparation of a comprehensive environmental regulatory compliance manual;
  • Commercial contracts for airports with a wide variety of partners & service providers;
  • Partnerships between airports, airlines, governments and tourism agencies;
  • Advising airports, airlines and service providers on CASA investigations and prosecutions;
  • Jet fuel supply to airports (including JUHIs) & fuel supply procurement by airlines;
  • Advising on regulation of drones and counter drone technology by airport operators;
  • Advising airports on issues arising from PFAS contamination; and
  • Advising airports on the new “Airport-Collaborative Decision Making (ACDM)” arrangements with Airservices Australia.
