Philip Brown

Philip Brown has specialist expertise in relation to a wide range of issues associated with local government, planning and environmental law.

Philip regularly conducts litigation in the Land and Environment Court on behalf of local government and developer clients, as well as providing advice in relation to all aspects relevant to planning, environmental and local government law.

Philip has practiced in the area since 2003, and he is an accredited specialist in Local Government and Planning law.


Philip’s recent experience includes:

  • Hunters Hill Council: Conducted a successful Class 5 prosecution for removal of trees;
  • Confidential developer client: Represented a developer in Class 4 judicial review proceedings challenging a development consent on neighbouring land impacting upon access, resulting in a successful outcome;
  • Environment Protection Authority: Conducted a class 5 prosecution, including appearing as advocate at the sentencing hearing, with respect to air pollution and waste offences;
  • St George Bank: Advised the bank (as mortgagee in possession of contaminated land) in relation to contaminated land issues; and
  • Sutherland Shire Council: Conducted a successful class 1 appeal and subsequent s 56A appeal concerning foreshore development.
