Kevin Lock

Kevin has over 20 years’ senior legal experience in the construction & infrastructure and energy & resources sectors for domestic and international projects including as General Counsel of an ASX listed oil and gas company and as General Counsel and Head of Legal of infrastructure development companies.

Kevin is commercially focussed and passionate about the delivery of complex projects across a broad range of contracting models including PPP/project financed projects, EPC, D&C, construct only, supply & install, O&M, operations services and supplies, offtake, consultant services, and sale and purchase agreements.

Kevin has an honours degree in engineering and a graduate qualification in construction law. He enjoys engagement with stakeholders and working collaboratively with technical and finance experts in goal-oriented teams. He quickly grasps and interprets difficult concepts and adds value by providing innovative, interest-based solutions.


Kevin’s experience includes advising:

  • An energy company on the sale and purchase of petroleum assets including acquisition of an offshore Brazil producing oil field, sale of an offshore WA gas discovery and the farm-in and farm-out of exploration permit/concession interests in Australia and South America;
  • The Abu Dhabi government in respect of the New York University Abu Dhabi campus PPP;
  • Veolia and Mubadala in respect of water and waste water infrastructure across the Middle East and North Africa;
  • A private developer in respect of a project financed pulp mill industrial project including EPC, O&M, supply contracts, offtake, logistics and enabling legislation;
  • Thiess John Holland in respect of the D&C component of the Eastlink PPP including tolling subcontract; and
  • Motorola in respect of the delivery of the Mobile Data Network (MDN) and Metropolitan Mobile Radio (MMR) PPPs.
