Claire has over 10 years of experience practicing in administrative law, including advising, representing and appearing as solicitor-advocate on behalf of various Commonwealth Government Agencies in merits and judicial review applications before the Administrative Review Tribunal (Tribunal) and Federal Courts. Claire also has expertise advising Commonwealth and Statement Government Agencies on complex matters involving dispute resolution, statutory interpretation, and the interpretation and exercise of regulatory powers, as well as in Coronial Inquests, Commissions and Inquiries.

  • Services Australia Acting in Tribunal proceedings concerning the Social Security Act 1991 (Cth), A New Tax System (Family Assistance) Act 1999 (Cth) and Child Support (Registration and Collection) Act 1988 (Cth). Claire has been seconded to the Brisbane, Canberra and Sydney litigation branches of Services Australia on a number of occasions between 2015 and 2024.
  • Department of Home Affairs Acting in Tribunal proceedings concerning the Migration Act 1958 (Cth) and the Australian Citizenship Act 2007 (Cth). Claire also advises in relation to judicial review applications in the Federal Courts.
  • Department of Veterans’ Affairs Acting in Tribunal proceedings concerning the acceptance of liability for service-related conditions, payment of compensation and provision of treatment and rehabilitation. Claire has also advised and represented DVA in relation to a Coronial Inquest, as well as other matters concerning the Scheme for Compensation for Detriment Caused by Defective Administration.
  • Aged Care Quality and Safety Commission Assisting in representing the Commission in Coronial Inquests relating to COVID-19 outbreaks in residential aged care facilities. Claire also regularly acts in Tribunal proceedings involving approved provider applications, and advises on regulatory matters including enforcement measures.
  • Greyhound Racing NSW Assisting in matters arising from the Inquiry into Greyhound Racing, and acting in proceedings before the Racing Appeals Tribunal in relation to an appeal concerning the severity of a penalty imposed for a prohibited substance breach.
  • Department of Health, Disability and Ageing Acting in Tribunal proceedings concerning the Health Insurance Act 1973 (Cth) and Aged Care Act 1997 (Cth). Claire has also advised the Department in relation to applications for Act of Grace Payments.
  • Department of Defence Acting in Tribunal proceedings concerning the Defence Home Ownership Assistance Scheme Act 2008 (Cth), and assisting in matters arising out of the Inspector-General of the Australian Defence Force Afghanistan Inquiry.
  • NSW Government agencies Assisting a range of NSW Government Agencies in relation to Standing Order 52 requests by the NSW Legislative Council. Claire has also provided ad hoc regulatory advice, such as to the Department of Customer Service and the Department of Education, as well as TAFE NSW and RSL LifeCare. She assisted in acting for the Port Authority of NSW in the Special Commission of Inquiry into the Ruby Princess.
