Kevin is a Partner in HWLE’s Construction and Infrastructure group with over 25 years of experience advising on high value, complex projects throughout Australia and overseas in the construction & infrastructure and energy & resources sectors including in previous roles as General Counsel of an ASX listed energy company and infrastructure development companies.

Kevin specialises in procurement and tender processes, contract drafting and negotiations and project delivery advice across a broad range of contracting models including PPP, project financed projects; joint ventures; early contractor involvement; development fund through agreements; EPC; EPCM; D&C; construct only; supply & install; manufacture and supply; O&M; FM; project management; technical services and consultancy services.

Kevin has an honours degree in mechanical engineering and a postgraduate qualification in construction law and is President of the Victorian Branch Committee of the Energy & Resources Law Association (formerly AMPLA).

  • Student Accommodation Fund Through Development Advising the developer for a 32 storey, 835 bed, purpose built student accommodation (PBSA), fund through project including fund through development agreement, ECI, D&C contract, tripartite and security package.
  • US Defence Fuel Storage Facility EPC/EPCM Advising the contractor for an innovative integrated EPC/ EPCM delivery model for a substantial fuel storage facility required by the US Government including contract drafting and negotiations and project delivery claims advice.
  • Renewables EPC, S&I and BOP Advising on solar, wind and BESS projects in Australia, including EPC, S&I, BOP and subcontract contract drafting, negotiations and claims.
  • Rooftop Solar D&C and PPAs Advising a national shopping centre owner on the installation, operation and maintenance of rooftop solar PV systems throughout Australia, including D&C + O&M and PPA delivery models.
  • Plant & Equipment Advising on the manufacture and supply and the supply and installation of plant and equipment for mining and process engineering projects including acceptance/ commissioning and performance requirements.
  • Hospital Development Funding Agreements Advising owners/ financiers and developers on development funding agreements for a number of hospitals including building contracts, tripartites and security packages.
  • Melbourne Health Advising Melbourne Health on construction and procurement projects for the Royal Melbourne Hospital in accordance with Victorian Government procurement guidelines.
  • Mornington Peninsula Shire Council Advising on whole of government maintenance contract requirements across multiple asset types/ packages.
  • Energy & Resources Advising an ASX listed oil & gas company on international joint venture operations, sale and purchase (SPA), farmin/ farmout, offshore seismic acquisition and processing, offshore drilling campaigns, FPSO’s, vessel charters, production services, offtake agreements, subsea development and regulatory requirements.
  • Water and Waste Water Advising Veolia and Mubadala on water and waste-water infrastructure projects across the Middle East and North Africa, including joint venture agreements and operations, project financed Design Build Operate (DBO) concessions, EPC, O&M and asset management contracts.
  • BCTMP Mechanical Pulp Mill Advising the developer of a project financed zero liquid discharge pulp mill including EPC, O&M, supply contracts, offtake, logistics and enabling legislation.
  • PPP Infrastructure Including North East Link advising the Spark D&C joint venture on the incentivised target cost $A11.1b road tunnel project including subcontract procurement program; New York University Abu Dhabi PPP  advising the Government of Abu Dhabi on the US$1b capex campus including Project Agreement, D&C, O&M, fitout works, project financed district cooling plant; EastLink – advising Thiess John Holland on the A$2.5b capex D&C contract and subcontracts; and Mobile Data Network (MDN)  and Metropolitan Mobile Radio (MMR)  advising Motorola.
