Jacob Mugavin

With substantial experience advising on procurement and commercial contracting within the Commonwealth context, Jacob has advised Commonwealth clients on a broad range of contracting, procurement, probity and grants matters, including in relation to the preparation of complex approach to market documentation, establishing panel arrangements, undertaking contract negotiations, managing disputes and termination processes, and contract management.

Jacob has provided legal advice to a wide range on Commonwealth agencies (including Commonwealth Corporations), as well as providing advice to private companies.

Jacob formerly worked in-house with a Commonwealth agency and has previously undertaken secondments within Commonwealth departments.  This experience, along with his experience advising a variety of Commonwealth agencies, gives Jacob a thorough understanding of the needs of Commonwealth clients.

Experience

Jacob’s experience includes advising:

  • Department of Social Services in relation to the 1800RESPECT Program, a vital service in supporting individuals (and their advocates) who may be experiencing sexual, domestic or family violence.
  • Department of Defence in relation to high value training services procurements, including major transformation programs, complex services contract, performance management frameworks and complex multi-contractor transition in / transition out arrangements.
  • Department of Health: in relation to commercial legal matters on a broad range of ongoing departmental programs, including advice in relation to administration of grant agreements, disputes with service providers, debit recovery, contract termination and novation, confidentiality and privacy.
