Teodor Lomaca

Teodor is a senior front-end construction lawyer, with over 9 years of significant experience advising on project delivery methods, drafting and negotiating upstream and downstream construction agreements, conducting detailed risk analysis and how to best undertake general contract administration.

Teodor has acted for governments, developers, contractors and consultants throughout the lifecycle of a project and has a strong understanding of differing stakeholder imperatives. He advises clients across all sectors (road, rail, social infrastructure, renewables, commercial building, residential) on the full spectrum of construction documentation – from Project Deeds, D&C, EPC, construct-only, consultant arrangements, alliancing and JVs.

Teodor was recognised as a “rising star” in construction and infrastructure in the 2022 Doyles Guide and was named in the 2021 Legal 500 rankings.

Experience

Teodor’s experience includes advising:

  • UNSW Health Translation Hub on the negotiation and structuring of this $250 million+ project integrating health education, training and research and health services at the Randwick Health & Innovation Precinct. Advised on upstream Project Deed matters and downstream D&C negotiation with the builder, as well as negotiations with the financiers as relevant to the delivery structure;
  • A shortlisted bidder on its multi-billion dollar bid for the Victorian Roads registration and licensing business, including negotiating the concession deed with the state and operations and management contract with downstream consortium partner;
  • The indigenous public art consultant and the D&C contractor tasked with delivering the key public artwork for the Art Gallery of NSW, including negotiating with AGNSW and their main contractor, Richard Crookes, and reviewing and advising on all interface arrangements;
  • A US Private Real Estate Developer in relation to its $1 billion+ flagship commercial project at 600 Collins Street, Melbourne, including drafting and negotiating the lead consultant and major/minor consultant agreements, demolition contract, early works contract, and main works contract; and
  • A US Private Real Estate Developer in relation to all project structuring, delivery and risk allocation aspects of a $150 million mixed-used development in Collingwood, Victoria – Hines’ first large scale development in Australia and a 15-level timber building (the tallest of its kind in Melbourne).
