Lucy specialises in environmental, planning and government law, and helping clients to navigate the breadth and complexities of project regulation and approval requirements in Western Australia.

Lucy advises clients from all sectors, including energy and resources, industrial, agribusiness, infrastructure, government and property development clients. Her practice covers a very broad range of subject matters relating to project approval and regulation, including advice on matters such as water, native vegetation and fauna, emissions, animal welfare, dangerous goods, Aboriginal heritage, Native Title, contaminated sites, compulsory land acquisition compensation, planning and noise.

Lucy provides clear and practical advice and assistance at all stages of a project, from inception to operation and then end of life, including: up-front advice about the application of approval and regulatory requirements and the risks associated with commencement/purchase; assistance obtaining planning approvals, including planning appeals in the State Administrative Tribunal; advice in relation to ongoing regulatory compliance; assistance with response to environmental incidents and regulatory investigations; and environmental prosecutions.


Lucy’s experience includes:

  • Mining companies: Advising mining companies, including First Quantum Minerals and Roy Hill, on all environmental matters relating to the approval and operation of their mines and associated infrastructure. Advice has included conducting a review of all current and future approval and regulatory requirements and risks for a new mine operator, strategic advice about approval pathways associated with expansion plans and assistance with a company’s response to a number of environmental incidents and subsequent Departmental investigations and interviews;
  • Alcoa: Advising and preparing for trial, in the successful defence of a high profile criminal, environmental prosecution by the WA environmental regulator;
  • McDonald’s: Acting on a broad range of planning and land acquisition compensation matters relating to its WA and Victorian stores, including representing McDonald’s in its successful State Administrative Tribunal appeal of the decision to refuse development approval for a new Applecross store;
  • NBN Co: Advising and representation in the State Administrative Tribunal, in its successful appeal of a decision to refuse development approval for telecommunications infrastructure;
  • Wellard: Acting on all environmental, planning, animal welfare and other approval and regulatory matters relating to the IPO of Wellard’s cattle export and meat processing business;
  • Multimix Concrete: Advising on planning matters relating to the Bayswater Concrete Batching Plant and an associated concrete recycling facility, including representation before the Statutory Planning Committee;
  • Water Corporation: Advising on environmental and planning approvals required for development of the Mundaring water treatment and associated infrastructure and upgrades; and
  • State Governments: Advising on drafting instructions for the preparation of new legislation and legal issues associated with underlying, new licensing and regulatory systems, including the Department of Education and Early Childhood Development (Vic) and the Department of Treasury (WA) in relation to the Education and Care Services National Applied Law and the legislation to privatise the TAB in Western Australia.
