Julie Charles is a Special Counsel in our Construction and Infrastructure Group with significant experience in major projects in Australia and internationally. Julie advises private and public sector clients and has expertise in public private partnerships and complex engineering, infrastructure, transport and energy projects, procurement and asset maintenance and management.
Julie’s experience across a range of infrastructure sectors includes health care (including hospitals), sporting stadia, ports, roads and rail; energy and natural resources (including wind and BESS); utilities; facilities management. Julie’s expertise extends to all stages of procurement including tender processes, bespoke/standard form contract drafting, negotiation and contract administration/project management advice, funding arrangements and securitised structures.

- Major works subcontractor Advising on a major works subcontract for a Queensland hospital PPP including preparing departures, drafting and negotiation of major works subcontract.
- Victorian Government Advising on funding arrangements for an internationally significant health infrastructure facility.
- International engineering company Advising on the drafting and negotiation of a design, supply and install contract for an aquaculture facility expansion.
- Wind farm battery energy storage system contractor Advising on the drafting and negotiation of the EPC subcontracts for the battery component suppliers and installers.
- Spark D&C JV Advising on the Spark D&C JV’s successful bid for the $14 billion North East Link Tunnel PPP primary package. Role included advice on all project documents, subcontract suite and template notices and major procurement contracts including with securitised structures.
- Compass Health Group Advising on the bid with Exemplar Health Consortium for soft facilities manager on each of the New Melton Hospital Project PPP ($900 million), and Frankston Hospital Redevelopment Project PPP ($1.1 billion). Advised on the bids for the new build and redevelopment (respectively) including negotiation of the project deed, interface deed and facilities management services contracts, and contract administration/project management advice.
- Commonwealth Government Advising on two separate two-phased ECI-D&C contracts for internationally significant health infrastructure facilities and critical infrastructure. Drafting ECI-D&C contract an assisting with tender processes and negotiating with preferred contractor.
