David is a town planner and lawyer specialising in Planning, Environment, Heritage, Building, Subdivision and Local Government law matters.

David regularly appears at the Victorian Civil and Administrative Tribunal, Planning Panels and Advisory Committees on behalf of developers, objectors and State and local government clients.

David advises on and coordinates land acquisition and compensation, major projects, subdivision, environmental and heritage approvals.  David regularly assists in the development and implementation of precinct structure plans, planning controls and planning policies.

David uses his experience working in and for State and local government to develop and implement strategies to achieve practical, workable and viable solutions for clients.

Experience

David’s experience includes advising:

  • Hume City Council in relation to Precinct Structure Plans, including the application of planning controls and development contributions;
  • Brimbank City Council in relation to planning controls for Sunshine Town Centre redevelopment as a National Employment Cluster;
  • Glen Eira City Council in relation to the Caulfield Racecourse redevelopment and the Priority Development Zone controls for the Caulfield Village / Phoenix Precinct;
  • Future Estates in relation to the redevelopment of the Pentridge Village;
  • Corangamite Shire Council in relation to the redevelopment of a Victorian Heritage Register listed site – Camperdown Botanic Gardens and Arboretum; and
  • Private and Public Sector Clients on land contamination matters, including responding to Pollution Abatement Notices as well as developing management strategies (service stations, landfill, and former industrial land).
